We, members of 50 organizations from 17 regions of Ukraine, Byelorussia, Kyrgyzstan and Moldova gathered at Green Platform for the sake of finding joint solutions in co-operation between public and authority towards protecting human rights for safe living, healthy environment and sustainable development.


We acknowledge diversity of opinions, positions and interests existing in environmental movement of non-governmental organizations (NGOs);


We realize a need for finding a common language for different public organizations, community and authority;

We understand a need for co-operation between different sectors in the society to reach a common goal;


After having discussed a number of issues related to effective co-operation in the field of environmental protection and having reviewed particular cases we have adopted the following conclusions:


  1. We welcome results of the UNCRO programme as a positive and valuable experience to follow up and disseminate in Ukraine and outside.

  2. Thematic working groups, which were started within the UNCRO Programme, urge development of friendly co-operation among Ukrainian and foreign NGOs.

  3. Formation of the thematic working groups of Ukrainian NGOs within UNCRO programme contributed into finding effective solutions for particular environmental issues and stimulated development of this form of self-organisation in environmental movement.

  4. Practice of Green Platform Meetings shows a need for continuation.

  5. A joint platform for understanding, communication and co-operation, which has been developing during last years presents and has to remain a powerful mechanism of cross-sectored co-operation of environmental NGOs and governmental institutions, business, different civil society groups.


The 4th Green Platform Meeting supports:

      • proposals of the thematic working groups;

      • working group decisions about further development of Green Platform;

      • resolutions and appeals, carried by particular working groups.

The 4th Green Platform Meeting calls upon all interested governmental and non-governmental organizations:

      • to pay more attention and take into consideration public opinion with regard to general development of environmental policy and decisions on specific environmental issues;

      • to recognize a positive role, place and experience of co-operation between public councils (collegiums) and governmental institutions (including acceptance of recommendations of conferences);

      • to support development of eco-networks of natural reservations and to encourage public participation in this process;

      • to assist public monitor for implementation of environmental legislation and international conventions and agreement to stop the practice of ignoring of their provisions;

      • to support ratification of international agreements, signed by Ukraine, and specifically of the Stockholm Convention on POPs, which is extremely important for environment and health;

      • to actively support implementation at all levels of international agreements signed and ratified by Ukraine;

      • to draw attention of the President and the Prime Minister of Ukraine to the conclusions and recommendations of the second Meeting of Parties on Arhus Convention held in Alma-Aty, 25-27th May 2005 relating to breaching of Arhus provisions by our country, which effect its international image;

      • to address the government of Ukraine to take improvement measures and to provide for implementation of Arhus provisions in Ukraine in accordance with duties of the Parties;

      • to address the Ministry Of Environment for making changes and amendments to the law Of Ukraine “About Information” in accordance with requirements of Arhus Convention;

      • to never tolerate regress of the existing environmental legislation by making amendments to the Law Of Ukraine “On Changes To Several Legal Acts Regulating Car Market In Ukraine” and several others.


The 4th Green Platform meeting considers it necessary to:

      • create a network of organizations, which met at Green Platform and are interested to disseminate and further develop local community initiative projects (Local Agenda 21);

      • start up an international working group on eco-tourism and eco-transportation to UN Framework Convention about activities in Carpathian region;

      • ask the preparation team to start with a preparation of the 5th annual Green Platform meeting holding existing selection procedures for the venue, participants, content issues, goals and tasks.


The 4th Green Platform welcomes participants of Khortitsa Forum and does not consider diversity of opinions to be an obstacle in professing common values.


The 4th Green Platform meeting opens for signing the Ethical Code Of Environmental NGOs.
